The deputy head of the Commission, Abdulqader Khateeb, paid tribute to our detainees in Israeli prisons while undergoing the challenge of dignity, against the the policies of prisons administration.
He called on all Palestinians to mobilize capacities and potentials to unite behind the legitimate demands of our detainees.
He stressed on the necessity of organizing events in all Palestinian cities and refugee camps to practice pressure on this occupation.
He also confirmed the the Commission of Detainees' Affairs a d its legal staff will be available for any help and instructions of the Captive Movement.
The Israeli occupation authorities have arrested (375) Palestinians on July 2022, including (28) minors and (2) women, in addition to (191) administrative detention including (61) new orders and (126) extending orders.
Arrest cases were accompanied by flagrant violations against detainees and their families, where the Israeli authorities intended to use excessive force, attack, destroying their belongings and field interrogation with captives in front of their families. Moreover, they implemented the policy of collective punishment against Palestinian cities and villages represented in collective arrests and using live ammunition to intimidate people.
This information came within the joint monthly report issued by detainees' institutions and human rights organizations (the Commission of Detainees and Ex-detainees' Affairs, the Palestinian Society Prisoner's Club, Al Dameer Association for Human Rights and Wadi Hilweh Information Center). The report showed that there are currently (4550) detainees in held in Israeli prisons, including (27) women, (175) minors and (670) administrative detainees.
Violations committed by the Israeli occupation authorities against detainees during arrests
The policy of collective punishment and collective arrests in Palestinian cities:
The occupation authorities tend to use collective punishment as affirm policy against Palestinian cities and villages, where they intend to break through the cities with high number of troops, conducting inspection campaigns with vandalism actions as a means of revenge against detainees' families.
A case in point is Silwad town, where the occupation authorities broke through the town on July 2022 and implemented a vast campaign of arrests with 30 captives.
Ihsan Hamed (21 years) from Silwad, was subjected to field interrogation and attack during his arrest. His mother stated "they broke through the house at 5:30 am, accompanied by intelligence officers and entered Ihsan's room and started to interrogate him. They isolated us in different places, and the interrogation lasted for 3 hours. They destroyed the house belongings, broke the beds and tore up the furniture"
Another case in point is the detainee Taher Hamed (24 years), who got arrested in 29/6/2022. His mother stated "a high number of soldiers broke through our house in a brutal way and attacked my son while being asleep at the living room, handcuffed him and started to beat him on the head and legs. His sister tried to film this violation but the soldiers confiscated her phone and beat her on the legs.
The detainee Saadeya Faraj-Allah and the details of health deterioration and martyrdom, according to testimonies of Damoun detainees:
The detainees Saadeya Faraj-Allah (68 years) has been arrested last January. She's currently held at Damoun prison, and suffers from many health problems such as diabetes and high blood pressure. Her health conditions deteriorated and started to use a wheelchair.
Female detainees stated "the health condition of the detainee Saadeya Faraj-Allah deteriorated last June, where we noticed swelling in her left arm and we asked help from the officer to move her to the clinic. She has been transferred to a hospital in Israel and underwent many medical checkups and claimed all is well. Last July she felt tiredness and transferred to the clinic of the prison and underwent many checkups and then they announced her death.
The "Me'bar" sections in Israeli prisons
The prisons administration does not stop abusing detainees in arbitrary ways and measures, aiming at disturbing and oppressing them. These measures are represented in detaining them in sections designated to hold the detainee for a certain period before he is transferred to the courts, other prisons, or one of the hospitals.
Recently, many complaints were monitored by detainees who suffered from tragic conditions of detention and life inside those sections, especially the Me'bar section in Ramlah prison. A case in point is the detainee Fahmi Mashahreh who has been moved to from Beersheba prison to another prison for interrogation and then was held at the Me'bar section in Ramlah prison.
According to his testimony "the Me'bar section in Ramlah prison is a narrow cage, which can only accommodate eight people, but the prison administration deliberately holds more than 20 prisoners in that limited space, without taking into account the sick and elderly prisoners. In addition, the toilet in that section is very dirty, and there is no clean place to pray". It is worthy to mention that the detainee Mashahreh is from Jerusalem, he's detained since 2002 and ruled to 20 life sentences.
His wife visited him today for half an hour at Assaf Harofeh hospital in coordination with the International community of the Red Cross.
She said that his health condition is very critical, and he won't end his strike without gaining his freedom. She also said that he couldn't recognize her.
The Commission confirmed that the action against Khalil is a crime committed by the administration of prisons under the instructions of the Israeli intelligence device.
Human Rights organisations and other humanitarian institutions called on to immediate intervention to save his life, and that its legal staff is ready to help and provide assistance with his advocate to get him released.
The head of the Commission of Detainees' Affairs, Qadri Abu Baker, called on the international community and its organisations to provide protection for Palestinian detainees held in Israeli prisons.
He warned of implementing the threats by the prisons administration against Palestinian detainees, who resumed their struggle plan, after disclaiming the agreement with the the leaders of the Captive Movement regarding their life conditions.
Abu Baker expressed his deep concern about the international silence towards the Israeli practices and threats against detainees. It is worthy to mention that their struggling plan is legitimate and it is stipulated in international agreements and charters, and Israel must be held accountable for depriving them of their rights.
Abu Baker paid tributes for our detainees who are going through this fateful battle, defending their rights and achievements attained through a long March of resistance. He added that we will keep in touch with our detainees through the Commission's advocate staff.
*The detainee Mahmood Arda is isolated since nearly a year, besides to his five companions who escaped from Jelboa prison, as a punitive procedure. He is isolated at Remonem prison solitary confinement in a cell that lacks the minimum standards of human life. It is worthy to mention that he's from Arrabah/Jenin and he was arrested for the first time in 1992, and got rearrested in 1996 and ruled to life sentence in addition to 15 years.
* The Commission of Detainees' Affairs stated that many sick detainees are living in difficult conditions and subjected to the policy of medical ignorance and procrastination in providing medical treatment.
* cases in point:
_the detainee Abdulrahman Burqan from Hebron, who was shot with many bullets during his arrest in the legs, arms and abdomen, where he uses a crutch.
_ the detainee Muhammad Falanah, who suffers from severe pain in his legs since more than 10 years, in addition to chronic arthritis and vitamins deficiency.
*The Commission of Detainees' Affairs said that the administration of prisons must be held accountable on the policy of medical ignorance against Palestinian detainees, and calls on Human rights organisations and the Red Cross to fulfil their obligations towards the issue of Palestinian detainees.
*The policy of medical ignorance is consistent against Palestinian detainees in Israeli prisons. Cases in point are the detainees Abdullah Samhan from Gaza Strip, who is detained in Remon prison and sentenced to 19 years, the detainee Numan, in Nafha prison and the detainee Rehan from Gaza, sentenced to 20 years. All of them are suffering from critical health conditions, amid deliberate ignorance and procrastination by the administration of prisons in providing them with the appropriate medical care. *No developments on the issue of the striking detainee Khalil Awawdeh, in spite of his deteriorating health conditions. The Israeli courts still refusing to respond to his demands of ending his arbitrary detention, despite his critical health condition. He is currently held at the clinic of Al-ramla prison and suffers from severe pain all over his body. He was supposed to be freed last June, but the Israeli authorities extended his term to four months, which forced him to enter new hunger strike. * The detainee Ramzi Brash, Ashkelon prison, is in need of permanent medical treatment and suffers from many health problems. He was taken to a specialist physician and had preliminary checkups, and he was informed that he will undergo a surgery. However, the Israeli authorities intended to delay his surgery in spite of his urgent need for it.
*sick detainees held in the clinic of Al-ramla prison are living tragic conditions, In the light of the obvious medical ignorance.
Case in point:
_the detainee Muhammad Odeh from Ramallah, who is currently held in the clinic of Al-ramla prison and suffers from severe pain due to his injury during the arrest process, where he was shot with 6 live bullets in his both legs.
_ the detainee Nour Jarboa from Jenin, who has a deep wound in his back and he must take antibiotics.
* The court of Salem rules the detainee Ahmad Ishtaiwi to 3 months of imprisonment and a fine of 3000 NIS.
* The health condition of the sick detainee Naser Abu Hmaid is deteriorating day by day, where the Commission stated that his life is at risk and the tumor discovered in his head is caused by medical ignorance and not dealing with his case properly. He is supposed to undergo CT scan for the head and abdomen, in addition to take a new biopsy.
* The Commission of Detainees' Affairs called on the international community to hold Israel accountable for his life, and intervene to set him free and stop his suffering.
The head of the Commission of Detainees' Affairs, Qadri Abu Baker, condemned the retaliatory policy practiced by the administration of prisons against the six detainees who escaped from Jelboa prison, which is represented in different kinds of punishments based on racist foundations.
Abu Baker stated that our heroic detainees were able to break the security system of Jelboa prison, where the political and military components of the occupation are frustrated, that's why Israel is trying to disguise its failure by isolating them.
Abu Baker also said "escaping from prison is legislated according to international laws and regulations, and setting detainees accountable for doing this is refused according to the international agreements and charters.
He confirmed that the inhumane and unethical behaviours practiced against our detainees, and confirmed by the detainee Muhammad Arda who is isolated at Ayalon solitary confinement, are provocative measures to break their will , but actually it increases their patience and challenge.
* The health condition of the injured detainee Mahmood Hjair is very critical, and his detention had been extended to 8 days. He's held currently at the intensive care unit in difficult conditions at Belinson Hospital in Israel. It is worthy to mention that the detainee Hjair is a police officer, who has been arrested last week near the military checkpoint of Huwara.
* The medical checkup done for the detainee Yaqoub Qaderi is clear and he does not have cancer.
* The Commission of Detainees' Affairs stated that he will undergo another medical checkups to make sure of his good health conditions, and called on the International committee of the Red Cross to take his issue into account, and oblige Israel to be committed of conducting his checkups in the appropriate time.
