Deteriorating health conditions and difficult living conditions for prisoners in Gilboa Prison

The Commission of Detainees Affairs and Ex-Detainees Affairs revealed, in a report issued today, Wednesday, the deteriorating health and living conditions of a number of prisoners in Gilboa Prison, amid reports by prisoners of medical neglect, shortages of food, and a lack of personal hygiene supplies.
The Commission reported that prisoner Munir Ahmad Youssef Salameh, from Jenin Camp, who has been detained since November 9, 2023, is suffering from several health problems, including pain in his feet, teeth, and eyes, as well as symptoms associated with scabies, amid deliberate medical neglect, according to information conveyed by the Commission’s lawyer during his most recent visit.
According to the prisoner’s testimony, the occupation forces assaulted him and beat him at the moment of his arrest, causing one of his teeth to break. However, he did not receive the necessary medical treatment for his injury, according to his account to the Commission.
In another case, 25-year-old prisoner Abdullah Suhrab Saif, from Tulkarm, is suffering from inflammations and boils in various parts of his body, particularly on his foot. He said that he received treatment without any significant improvement. He also suffers from stomach problems and has lost approximately 40 kilograms during his detention.
Saif was arrested on May 28, 2024. According to his testimony, he spent approximately 18 months in solitary confinement at Megiddo Prison before being transferred to Gilboa Prison in February of this year.
According to prisoners’ testimonies, their suffering in Gilboa is not limited to health conditions. They also described difficult living conditions inside the prison, including shortages of food in terms of both quantity and quality. Prisoners are taken to the prison yard twice a day, for half an hour in the morning and half an hour in the evening.
The prisoners also reported shortages of personal hygiene supplies, including nail clippers, while they are only permitted to shave after submitting a request. They further reported insufficient quantities of cleaning and personal hygiene products.
The testimonies added that prisoners have only one set of clothing, further exacerbating their difficult living conditions inside the prison, amid limited access to the basic necessities they require on a daily basis.
The difficult health and living conditions endured by prisoners in Gilboa Prison are becoming increasingly severe due to the deliberate and systematic medical neglect inflicted upon our prisoners.

The Commission of Detainees and Ex-Detainees Affairs stated in its report issued today, Sunday, that its advocate visited a number of detainees held in the Negev Prison, documenting the continued deterioration of living and health conditions inside the prison. Detainees reported persistent medical neglect, poor-quality and insufficient food, a shortage of summer clothing, as well as ongoing physical and verbal abuse.
Detainee Hashem Mamoun Mahasneh (19), from Jenin Refugee Camp, who has been held under administrative detention since 28/04/2025, is suffering from severe dental pain requiring urgent treatment. He is also suffering from a fungal skin infection that remains widespread across his body despite receiving topical medication, making further treatment necessary. Mahasneh also described the harsh detention conditions, including inadequate and poor-quality food, repeated beatings and verbal abuse without justification, and a severe shortage of summer clothing.
The Commission also reported that detainee Imad Moayyad Fawzi Habash (37), from Nablus, who has been held under administrative detention since 28/07/2025, suffers from high blood pressure and is receiving the necessary medication from the prison clinic. He also experiences hearing loss and persistent tinnitus in his left ear as a result of injuries sustained during a prison raid in Megiddo Prison in late 2025, when sound grenades were used against detainees.
Detainee Mu'taz Hisham Mohammad Yaqub (28), from the city of Tulkarm, who has been held under administrative detention since 17/07/2025, stated that he requires antibiotics and painkillers due to recurring infections resulting from three fistula surgeries he underwent prior to his arrest. However, the prison administration has failed to provide him with the necessary treatment. He also stressed his urgent need for his prescription glasses, which he did not have with him at the time of his arrest. Yaqub further confirmed the continued medical neglect, poor-quality food, assaults against detainees, and the shortage of summer clothing. He added that he has lost approximately 40 kilograms since his detention.
Meanwhile, detainee Mohammad Raja Ahmad Al-Khatib (28), from the town of Beitunia, west of Ramallah, who has been held under administrative detention since 05/08/2024, stated that he contracted scabies at the beginning of the year. Although he received treatment twice, the disease recurred after the treatment ended. He also suffers from hearing loss in his right ear as a result of being beaten while detained in Ofer Prison.
The Commission's advocate also visited a number of other detainees:
. Rami Rashid Hilal (28), from Ramallah and Al-Bireh Governorate, has been held under administrative detention for 16 months and is scheduled to complete his detention on 05/11/2026.
. Adam Mohammad Jamal Abu Baker (20), from the city of Jenin, has been detained since 22/12/2024 and is currently serving his fourth six-month administrative detention renewal, due to end on 27/08/2026.
. Mustafa Mahmoud Al-Saadi (22), from Jenin, has been detained since 11/02/2025 and is serving his third administrative detention renewal, due to end on 08/08/2026.
. Ahmad Mohammad Sarari (23), from the city of Ramallah, has been detained since 08/07/2025 and is scheduled to be released on 05/01/2027.
. Abdul Rahman Basisi (23), from the city of Tulkarm, has been detained since 22/09/2024 and is serving his fourth six-month administrative detention renewal, due to end on 02/09/2026.

⭕️ The Commission of Detainees’ Affairs stated in a recent report that the conditions of ill and injured detainees held in the so-called “Ramla Prison Clinic” are rapidly worsening.

⭕️ These detainees are considered among the most severe medical cases within Israeli prisons. Yet the prison administration persistently procrastinates in transferring them to civilian hospitals for diagnostic tests or to continue their treatment, instead sending them back to the clinic before completing the required stages of medical care.

⭕️ The detainees further report the poor quality of meals provided, the extremely confined yard space allocated for outdoor time, and the lack of essential supplies, factors that intensify their daily suffering.

Three detainees in Megiddo Prison facing severe health conditions

Three detainees in Megiddo Prison are experiencing grave health conditions as a result of deliberate medical negligence by the Israel Prison Service administration, in addition to starvation, deprivation of water, verbal abuse, daily inspections, and the absence of basic personal care supplies.

In this regard, a lawyer from the Commission visited Megiddo Prison and monitored several critical medical cases, including:

Detainee Abdullah Mahmoud Mazhar, 25, from Balata Refugee Camp – Nablus, arrested on 25/09/2025 and held in administrative detention. He has been suffering for nearly two years from an injury to his left eye caused by shrapnel. Prior to his arrest, he relied on a cleansing eye drop on a daily basis; however, this medication is no longer provided, leaving him with a constant burning sensation in his left eye. He also suffers from an old injury to his right hand, where a metal plate was implanted, causing him intense pain. The prison administration refuses to provide him with painkillers on the grounds that he requires surgical intervention. His condition is further aggravated by the continuous use of iron shackles on his hand and his repeated exposure to repression.

Detainee Mohammad Sobhi Hamadneh, 42, from Nablus, detained since 1/8/2024, contracted in February of last year a virus similar to amoebiasis. As a result, he endured severe diarrhea and became unable to breathe normally or stand. His weight dropped to 37 kilograms, and his hemoglobin level reached 5. He later lost consciousness and was transferred to “Emek” Hospital, where he remained for 29 days. He was discharged at his own responsibility after being physically assaulted by a nurse.

Meanwhile, detainee Yaqoub Mahmoud Qadri, 53, from Bir al-Basha – Jenin, has been suffering from thyroid disorders for three years and is in need of surgery. He also complains of herniated discs in his lower back at the fourth and fifth vertebrae, as well as three herniated discs in his neck for more than twenty years, in addition to severe dental pain that requires referral to a dental clinic.
It is noteworthy that Qadri is one of the heroes of the Freedom Tunnel, and he has been detained since 18/10/2003.

Two detainees in “Negev Prison” subjected to deliberate medical negligence

The Commission of Detainees and Ex-Detainees Affairs reported on Sunday, following a visit by its lawyer, that two detainees being held in the Negev Prison are suffering from severe health conditions.

The first case concerns detainee Jihad Youssef (19 years old) from Qalqilya, who is being held under administrative detention. He has been diagnosed with scabies, a skin disease that requires urgent treatment, and is also suffering from swelling in the groin area. Youssef told the Commission’s lawyer that detention conditions remain difficult, noting that detainees continue to face frequent searches and daily raids. He added that authorities are enforcing collective punishment measures without justifications, such as denying detainees their recreation time, limiting access to cleaning materials, and failing to provide adequate clothing.

The second case involves detainee Mohammad Raja (27 years old) from Ramallah, who is also under administrative detention. He suffers from severe pain in his left ear after being assaulted by prison guards, which caused inflammation and painful infections.
The lawyer also visited the following detainees, who were found to be in good health:
. Youssef Zahran (33 years old) from Ramallah, currently serving his fourth term under administrative detention.
. Mostafa Karameh (23 years old) from Kafr Aqab / Jerusalem, who suffers from different health problems pain and is held under administrative detention.
. Walaa Amr (30 years old) from Hebron, detained since December 22, 2023, under administrative detention, and recently received a substantive ruling in his case.
