  The Commission of Detainees’ Affairs and the Palestinian Society Prisoner’s Club confirmed the martyrdom of detainee Jumaa Abu Ghnaimeh,26, from Naqab city in the lands occupied in 1948, after 5 days of announcing the deterioration of his health condition and transferring him from Ishil prison to an Israeli hospital. The Commission and the Prisoner’s Club stated that he was arrested on December under the charge of resisting the occupation. By his martyrdom, the number of detainees martyred in Israeli prisons after October 7 due to torture increased to (13).
 
 The Commission and the Prisoner’s Club pointed out that the occupation authorities announced the martyrdom of Gaza detainees in military camps but refused to reveal their identities, in the light of pursuing the policy of forcible hide against the detainees from Gaza. By the martyrdom of Abu Ghnaimeh, the number of Captive Movement martyrs increased to (250) at least. It is worth mentioning that the total number of detainees in Israeli prisons stands at (9100), including (3558) administrative detainees.

 The head of the Commission of Detainees’ Affairs, Qaddura Fares, stated “the scenes of destruction, killings, incursions and fascist activities that target all Palestinian cities, especially Gaza, revealed the real tendencies of Isreal, which practices all kinds of fascist crimes against the Palestinian people”. This statement came during receiving a political delegation from the UNESCO, the deputy director of political department Mr. Gregory Rax, and the chiefs in the political sector Mr.Dain Calacas and Bassam Mahu, as they discussed the Palestinian issues, focusing on the cause of detainees and the policy of slow killing practiced against them. Fares illustrated that what is being practiced against Palestinian detainees is unprecedented, and the extent of attacks and assaults threaten their lives. Fares emphasized that the information on the conditions in prisons since October 7 reflects the occupation’s faith in crime, as Israel pursued the policy of collective punishment deliberately against detainees and their families, where they intended to destroy house belongings and attacking them in a brutal manner. Fares narrated information on male and female detainees in terms of the cruel conditions imposed on them, crimes committed against them in addition to the policy of starvation, where each detainee lost 10 kgs of his weight. Moreover, he stated that detainees where subjected to beating, torture and executions, deprivation of using canteen and going to the prison’s courtyard, deprivation of medicine and suspension of family and lawyers visits. He expressed his disappointment from the attitude of the international community, as all of us witnessed the uprising erupted for the sake of Ukraine, which gained international resolutions on its favor. At the same time, the international community kept silent and did not move to put an end to the Israeli crimes. On the contrary , there were many initiatives to help Israel in its genocide against Gaza. Fares called on the UNESCO through the delegation, to take a real action towards the Palestinian people in general and detainees in particular, as peace is a demand for people all over the world, and Palestinians are part of this system and deserve to live as all people around the world. This requires practical steps from the UNISCO and all bodies of the United Nations.

Ramallah - This year has been the deadliest year for Palestinian women throughout the years of occupation, in light of the ongoing comprehensive aggression and genocide against our people in Gaza. This is in addition to the heinous crimes and serious violations suffered by women, including field executions, systematic arrests, and accompanying horrifying violations, including sexual assaults.
On International Women's Day, which falls on the 8th of March every year, the Palestinian Prisoner organizations (The commission of Detainees Affairs, the Palestinian Prisoners' Club, and Addameer for Prisoner Support and Human Rights Association) stated in their report that the history of targeting Palestinian women has been one of the most prominent and systematic policies since the early years of the occupation. The crimes witnessed by Palestinian women throughout the decades of occupation, and the post-October 7th period, were not an exceptional phase in terms of the level of horrifying crimes. Although we documented numerous testimonies, the difference lies in the intensity and unprecedented escalation of these crimes when compared to periods that saw uprisings and popular waves in the occupied Palestine.
The arrests of women, including minors, constituted one of the most prominent policies adopted by the occupation, unprecedentedly so after October 7th. The number of arrests among women after October 7th reached approximately (240). This figure includes women who were arrested in the West Bank, Jerusalem, and women from the occupied territories in 1948. There is no clear estimate of the number of women who were arrested from Gaza, as some were released later. However, it is certain that there are still women detained in the occupation’s military camps, subjected to enforced disappearance.
The organizations stated that, as of the issuance of this report, the number of female prisoners held in the occupation's prisons, the majority of whom are detained in Damon Prison, reached (60) detainees. Among them are two prisoners from Gaza held in Damon Prison. Once again, it is emphasized that there is no information about the number of female prisoners from Gaza in the Israeli occupation camps.
Here are the key details about the female prisoners held in Israeli occupation prisons as of the report's preparation date. As mentioned earlier, the number of female prisoners is (60), including two prisoners from Gaza. Among the female prisoners, there are two minors, (24) mothers, and (12) administrative detainees. Additionally, there is one lawyer and one journalist among the
detainees, along with (12) student prisoners and (11) prisoners facing various health issues, including two injured prisoners. Furthermore, there are prisoners who are wives, mothers, and sisters of other prisoners, in addition to one prisoner who is a mother of a martyr.
It is noted that three female prisoners have been held since before October 7th, whom the Israeli authorities refused to release in the last exchange deal in November 2023.
The organizations highlight the prominent issues reflected in the post-October 7th period during the wide-scale arrest campaigns:
Targeting women through massive arrest campaigns and using them as hostages:
The Israeli occupation forces intensified systematic arrest operations against Palestinian women after October 7th, across all Palestinian territories, without exempting minors. This included the arrest of women as hostages with the aim of pressuring a family member targeted by the occupation to surrender to the Israeli authorities. This policy became one of the most prominent crimes that escalated significantly after October 7th. It involved wives and mothers of prisoners and martyrs, including elderly women over seventy years old. It is noteworthy that this policy also affected other groups, not just women. The detention of women as hostages was accompanied by acts of torture, threats, including threats to kill the targeted family member or spouse. In addition to the assaults they endured during the arrest process, their homes were vandalized, and their children were terrorized, in addition to confiscating and stealing their money and jewelry.
Sexual assaults and violence against Palestinian women, including female prisoners:
The prisoners' organizations affirmed that one of the most prominent crimes committed by the Israeli occupation forces against Palestinian women, including female prisoners, is sexual assault. This includes harassment, strip searching, and threats of rape. Additionally, the United Nations has reported reliable accounts of detainees from Gaza being subjected to rape.
The organizations managed to gather testimonies from released female prisoners, specifically during the exchange deal that took place in November 2023. They also collected testimonies from incarcerated female prisoners and from women whose relatives’ faced arrests and persecution.
Hasharon Prison served as a temporary detention facility for female prisoners before their transfer to Damon Prison. It witnessed strip searches procedures, which the majority of female prisoners were subjected to, according to dozens of documented testimonies by the organizations. These testimonies also highlighted the degrading and humiliating conditions of detention, as well as various assaults, including brutal physical beatings.
In a testimony from a female prisoner who was arrested from her home after October 7th, she reported experiencing sexual assault and harassment during the arrest and interrogation process. A soldier inappropriately touched her head and feet, used obscene language, and threatened her multiple times. The soldiers threw cigarette butts and food remnants at her to humiliate her. The
prisoner was also subjected to multiple beatings by the occupation soldiers, causing pain throughout her body, with no medical treatment provided.
Gazan Female Prisoners: Horrifying Testimonies Detailing Their Arrests
The occupation carried out and continues to commit the crime of enforced disappearance against Gazan female prisoners. Since the beginning of the aggression and genocide, and with the occupation's ground invasion of Gaza, widespread arrests of women from Gaza have been carried out. They were detained in military camps, and some of them in Damon Prison. In light of the occupation persisting in the crime of enforced disappearance against Gaza detainees, the organizations lack clear data on their numbers or those who remain detained in military camps under the administration of the occupying army. In Damon Prison, two female prisoners from Gaza are still held separately from the female prisoners from the West Bank, occupied Jerusalem, and occupied territories 1948.
Despite the release of dozens of Gazan female prisoners, harrowing and tragic testimonies have emerged about their arrest operations, transfer to military camps, the humiliation, torture, deprivation of their rights, threats of rape, and subjecting them to degrading strip searches. They have also experienced harassment, offensive language, and insults deliberately used by occupation soldiers. The soldiers forced them to remove their “hijabs” throughout the detention period, in addition to stripping them naked. Here, we reiterate the United Nations report pointing to reliable accounts of Gazan detainees being subjected to rape.
(60) Female Prisoners in Damon Prison Facing Harsh Detention Conditions:
The Israeli occupation authorities detain the majority of female prisoners in Damon Prison, historically used as a central prison for Palestinian female detainees. Currently, there are (60) female prisoners facing severe and challenging detention conditions due to the collective isolation policy adopted against male and female prisoners in the occupation's prisons after October 7th. Specifically, in the early period after October 7th, female prisoners were subjected to widespread assaults. This included solitary confinement, attacks by suppression forces, confiscation of all their belongings, and deprivation of their rights, such as communication with their families.
Today, in addition to the previously mentioned policies, female prisoners are suffering from hunger because the Israeli occupation is imposing a starvation policy against them.
This involves depriving prisoners of additional food items from the canteen, as well as denying them medical treatment, falling under the category of medical crimes. The overcrowding imposed by the Israeli prison service has weighed heavily on the female prisoners, resulting in numerous tragic detention conditions inside Damon Prison. Many prisoners were forced to sleep on the floor, and there is a severe shortage of clothing and blankets, exacerbated by the harsh cold wave. Some prisoners remain in the same clothes they were arrested in and have been unable to replace them.
The Israeli prison service deliberately deprived female prisoners of clean water, and the only available water is unfit for drinking.
The majority of female prisoners are either held under administrative detention or face charges of “incitement”:
Palestinian women have been targeted by unprecedented historical escalation in administrative detention operations. By the end of February, the number of administrative detainees in Israeli prisons reached (3558), including (12) female detainees held administratively at the time of preparing this report. Among them are journalists, lawyers, and university students.
Furthermore, the remaining female prisoners, the majority of whom face charges related to incitement on social media platforms, constitute one of the main pretexts used by the occupation for arresting Palestinians in the West Bank, occupied Jerusalem, and from the occupied territories 1948. It is noteworthy that one of the significant milestones in the history of the female prisoners' issue was the exchange deals that took place in November, where (71) female prisoners were released, some of whom had been serving sentences for up to 16 years. They were among the 240 released during the exchange deal that occurred at that time.
It is worth mentioning that the occupation authorities re-arrested two women prisoners who were released as part of the deal, while two Jerusalemite prisoners were summoned to civilian courts under the pretext of having files against them while they were inside the prisons.
We, as organizations defending prisoners’ rights, and based on testimonies and permits obtained from Palestinian female prisoners and detainees, confirm that the Israeli occupation continues to violate the rights of Palestinian female prisoners in detention and interrogation centers, prisons, hospitals, medical clinics, checkpoints, and inspection points. These violations affect all categories of Palestinian females, including teachers, students, mothers, children, and others.
We urge the United Nations and all member states to exert pressure on the occupying state to respect and comply with international law and the International Covenant on Civil and Political Rights, the Convention Against Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment, and the Convention on the Elimination of All Forms of Discrimination Against Women.
We call on the contracting parties to the Fourth Geneva Convention to end the physical and psychological assaults perpetrated by occupation soldiers during the arrest of Palestinian women, their unlawful detention in the occupied Palestinian territory, and to put an end to physical and psychological torture and treatment that undermines dignity against Palestinian women during interrogation.

The Commission of Detainees’ Affairs stated in report issued today that (320) detainees are living in hell inside Jelboa prison, due to the Israeli policies carried out after October, that turned prisons into slaughterhouses in which detainees are exposed to beating and torture, and led to many executions against detainees of Gaza, the West Bank and the lands occupied in 1948. The legal unit in the commission visited detainee ( R. Y) from the city of Tulkarem, who is sentenced to life imprisonment, where the detainee cited: “they invaded the prison on October 8 in a brutal and provocative manner, tied our hands to the back and started to beat us on each part of our bodies. They confiscated our personal possessions and did not take into consideration the bad conditions of sick detainees and elderly. They deprived us from the prison’s courtyard, smoking and clothes. They also confiscated razors and nail clippers and canceled the organizational representation. We were prevented from going to the prison’s clinic and having medication. The reality is more cruel”. The Commission warned of the continuation of this fascist hatred of the occupying state against our detainees, as it does not make sense to keep silent in front of this organized crimes, which reveal the real face of tge occupation’s gangs. The violations and crimes took place in Jelboa and other Israeli prisons, are an actual evidence of disappointment and subordination of the international system and its organizations. It is worth mentioning that Jelboa prison contains three sections and it is overcrowded, where torture and assault is practiced against detainees even before October 7, especially that this prison has witnessed the heroic escape operation, in which six detainees were able to flee and went around the lands of Palestine for many days before they got rearrested.

 The Commission of Detainees’ Affairs stated that the occupation authorities implemented a massive campaign of arrests afflicted many citizens in different cities. Arrest campaigns conducted by Israeli special forces and police officers were accompanied by brutal attacks against detainees who have been transferred later to interrogation centers. The Commission emphasized that arrests have been implemented at midnight, where Israel special forces intended to invade people’s houses in a violent manner, destroyed the houses belonging and intimidated the wanted people and their families. In the same context, the Commission documented many testimonies to detainees held in Megiddo prison, who were exposed to the most violent torture. Case in point is detainee (A. N) who was arrested after being handcuffed and blindfolded, and beaten severely all over his body. He was moved to Huwara camp for 24 hours and then to Megiddo prison. Another case in point is detainee (W. N) who has been arrested from his home after being exposed to intense beating by the Israeli soldiers. He was handcuffed and blindfolded during his way to interrogation center, and exposed to severe beating as bruises appeared on his body. The Commission of Detainees’ Affairs condemned these attacks carried out against our detainees, emphasizing that this method contradicting international agreements and treaties which guarantee human rights.

Fares: “Israel is implementing the crime of forcible hide against detainees from northern provinces”

The head of the Commission of Detainees’ Affairs, Qaddura Fares, stated that what was reported by the Israeli media on the martyrdom of 27 detainees from Gaza in Israel detention centers and prisons is an initial result of the forcible hide crime committed by Israel against male and female detainees from Gaza”.

He added “this disaster represents an introduction to announce more crimes and atrocities committed against Gazan detainees over the past five months, as hiding them aims at committing more crimes with premeditation”.

Fares emphasized that the complicity apparent in the silence of the international community on all its levels encouraged the occupation state to commit several and continuous crimes.

Fares concluded “in spite of the Palestinian people’s disappointment, we call upon the institutions of the international community to take responsibility and all procedures that might stop Israel from committing such crimes”.

The Commission of Detainees’ Affairs warned of the continuation of the policy of medical ignorance implemented by the IPS in dealing with Palestinian detainees, and depriving them of treatment and medication, which increased the number of sick detainees and led to the deterioration in their health conditions. In this context, the commission stated according to the visit of the lawyer to Ofer prison, that detainee (A. S) from the city of Nablus, was arrested from his house while being injured by remnants of soldiers, causing him laceration in the pelvic area. He was transferred to Rafedia Hospital after his injury but he did not complete his treatment due to the difficulty of field conditions in the city and then he went back to his home. Then, he was arrested and trans to Wolfson Hospital in Israel, where he was about to be assassinated by a settler but the medical staff rescued him. Afterwards, he was transferred to the clinic of Alramla prison, but the IPS refused to treat him and attacked him with intense beat and moved him to Ofer prison. He was sentenced to 6 months of Administrative Detention and suffers from medical ignorance. Another case in point is detainee (H. A), who suffers from pain in the stomach and enlarged kidney, and he vomits blood. He lost 20 kgs of his weight and his health condition is deteriorating due to the lack of medication, which coincides with malnutrition and cold weather. He was sentenced to 6 months of administrative detention. The commission called for an immediate international intervention from the WHO, to stop the medical crimes committed against our detainees.

 The Commission of Detainees’ Affairs published the details of torture and assault practiced against detainees during arrest and inside prisons. 
 
 The lawyer of the Commission confirmed that a group of heavily armed soldiers invaded the house of the detainee Yousef Allan,30, from Bait Our/ Ramallah in 11/10/2023, inspected the house and destroyed its belongings. They arrested him and moved him to Ofer camp and beat him severely all over the way, causing bruises on his body. He was kept under the sun for long hours without food or water, and then transferred to Negev prison after 15 days. He is sentenced to 6 months of administrative detention and spent three years previously. 
 
 The second case is the detainee Baraa Mafarja, 24, from Bait Leqia/ Ramallah. He is arrested since 13/12/2021 and sentenced to 28 months. He was exposed to severe beating 9 times since the beginning of war, as soldiers intended to attack detainees during the counting process. They threw him on the ground and stepped on his face which caused teeth loss and broke his spectacles.
 
 The last cases is detainee Qasem Abu Awwad, 40, who was attacked by Yamaz , Drour and Mitsada special forces last October, as they deliberately invaded the sections and attacked detainees without any reason. Thus, he had an injury in the head, bleeding in his nose and intense pain in the back, that he could not sleep well. He is detained since 6/6/2023, and sentenced to 23 years.

 🔺Detainees in Etzion detention center face tragic conditions The Commission of Detainees’ Affairs stated today that detainees in Etzion detention center are confronting bad situations due to the ill treatment imposed against them, where (110) detainees are held there and suffer from the overcrowding, poor quantity of food, medical ignorance and continuous blackmail. The lawyer of the commission visited (33) detainees and confirmed that they are exposed to severe beating, torture and degrading treatment, and signs of torture and assault appear on their bodies. 
 🔺 The Commission pointed out that its lawyer Kareem Ajwa visited the leader detainee Zakaria Zubaidi, who is isolated in Ashkelon prison. Zubaidi said “the isolation cell is empty and I am not allowed to go to the prison’s courtyard, the food is very bad and I don’t have enough clothes, my cell is inspected everyday. They isolated me in Ashkelon since three weeks, and before that I was isolated in Remonim and Remon solitary confinement “.
 🔺 The Commission said that the occupation holds full responsibility towards the life of detainee Mohammad Tanji, who has difficult health conditions, as he was exposed to five attempts of assassination and has injuries in the shoulder and arm and fractures in the pelvis, now he is disabled and uses wheelchair.
