?Brief on detention campaigns carried out by the Israeli occupation authorities
Ramallah

The Israeli authorities arrested (35) citizens from the West Bank, including former detainees and a woman from Bethlehem. Arrests were concentrated in Bait Fureek/ Nablus. Another detention cases were carried out in Jenin,Bethlehem, Hebron, Tubas and Ramallah, accompanied by torture, intense beat, holding people as hostages, in addition to house vandalisms.
The Commission and the prisoner’s club confirmed that the Israeli authorities pursued systematic detention campaigns as firm policy, which increased in the light of the mass aggression and genocide in Gaza ,afflicting all categories of the Palestinian society, including women, children and elderly, in addition to former detainees who served long years in Israeli prisons.
Thereby, (3290) arrest cases have been recorded since October 7, including those who were arrested from their homes, checkpoints and others who surrendered themselves under threat and held as hostages.

The Commission of Detainees’ Affairs and the Palestinian Society Prisoner’s Club stated that the Israeli forces arrested (60) Palestinians from the West Bank yesterday, including a woman, in the light of the constant arrests campaign and the systematic collective retaliatory attacks against our people since the 17th of October.
Arrest cases were focused at Bethlehem , Hebron and Nablus, the rest cases were distributed to Salfit , Jenin, Tulkarem, Ramallah, Jerusalem.
Arrests are accompanied with torture and abusive attacks against detainees and their families, as well as the policy of collective punishment, destroying property. Case in point is the administrative detainee Nidal Abu Aker, from Duhaisha camp, who spent more 18 years in the Israeli prisons.
The Commission and the Prisoner’s Club pointed out that (1740) arrest cases have been recorded since ( Al-Aqsa Flood) battle, where these statistics include persons who have been arrested from their houses, checkpoints as well as persons who surrendered themselves under threats of arresting their family members as hostages.

The occupation mounted a vast campaign of arrests in the West Bank afflicting at least (120) citizens Ramallah
The Israeli occupation forces mounted a fierce campaign of arrests which afflicted at least (120) citizens, including leaders and representatives from the Legislative Council, journalists and former detainees.
Arrests were focused in Hebron, noting that today’s arrests were the highest rate since the beginning of the (Al Aqsa Flood) battle.
The Commission and the prisoner’s club clarified that the escalation in arrest campaigns in the West Bank was the highest since years, where (850) arrest cases have been recorded since the beginning of (Al Aqsa Flood) , focused in Hebron, Jerusalem, Gazan workers in the lands occupied in 1948 and persons from Gaza, whom neither their figures nor their IDs are known until this moment.
It is indicated that more than (6000) arrest cases have been recorded since the beginning of 2023.

?️Health conditions of sick detainees:
?️Detainee Hasan Sharqawi, 23, from Jenin, who is detained since 8/8/2023 and sentenced to 6 months of administrative detention. He had a injury in his right foot, and he takes painkillers. He had a surgery at Ibn Sena hospital before his arrest and he needs special medical care.
?️Detainee Fadi Abu Khalaf, 21, from Nablus, who was arrested in 20/11/2022, and sentenced to administrative detention, where this is the third renewal of his sentence.
He has heart disease, where he had a surgery to install pacemaker befor his arrest. He takes medication and needs medical care.
?️ Detainee Saif Aldeen Thyab from Bait Awwa/ Hebron, enters a hunger strike in a protest against his administrative detention
?️ Detainee Sultan Khalaf,42, is going through a hunger strike for 17th day respectively .
The Commission called upon the International Committee of the Red Cross to intervene immediately to stop the violations of the Israeli occupation against our detainees.
?️ Detainees Muhammad Khamees and Hadi Nazzal ended their hunger strike, after the administration of prisons agreed on their demands, related to their administrative detention.

Israeli violations against Palestinian detainees
?️ The Commission of Detainees' Affairs stated that the Israeli authorities tend to use the policy of excessive force and torture against young men during arrest.
Cases in point:
▫️Detainee Rabea Shihab, 29, from Jenin. The Israeli authorities arrested him after breaking into his house and destroying its belongings. He was subjected to harsh beating and then he got transferred to Huwara investigation center.
▫️Detainee Hamza Reyad, 29, from Tulkarem. He was arrested after storming his house. They blindfolded him and he got handcuffed by thin plastic ties, which caused wounds in his hands. He is still held at Huwara investigation center.
?️ The Commission stated that three detainees in Negev prison are suffering from the policy of medical ignorance.
Cases in point:
▫️Detainee Samer Shroukh, 46, from Thaherya/Hebron.
He suffers from acceleration of heartbeat, but the administration of prisons only performed routine checks and gives him organizers for heartbeat and blood thinners.
▫️Detainee Ahmad Awwad, 42, from Tulkarem.
He had 3 strokes during his detention and he was receiving medical care in Soroka hospital. He's only given blood thinners and heartbeat organizers. In addition, he suffers from toothache, but the administration of prisons refused to take him to a dental clinic.
▫️Detainee Omar Kmail, 50, from Jenin. He suffers from loss of focus and amnesia, due to the hunger strike he was involved in for 20 days, protesting against his administrative detention.
?️ The Commission said that the detainee Thaer Masarwa is deprived of education, and he has critical injury.
The Israeli authorities stormed his house and inspected under the pretext of searching for weapons. He was subjected to harsh beating, and the soldiers did not take into account his injured arm, which is amputated due to bomb explosion.
It is worthy to mention that Masarwa is a student who was having the Tawjihi (High school final exams), and he was arrested before the last exam. Thus, he is deprived of his right to education and he got sentenced to 4 months of administrative detention.

Thw head of the Commission of Detainees' Affairs, Qadri Abu Baker, condemned the assassination of the detainee Khader Adnan, after going through an open hunger strike for 87 days. Abu Baker stated " the martyr detainee Khader Adnan has been assassinated by a military political order by Israel, where he was kept a victim to pain and hunger. He was not informed about his health condition in order to get to this situation, which is one of the racist, inhumane and unethical methods used by the Israeli occupation in dealing with the Palestinian strugglers in Israeli prisons ". Abu Baker stated that the Israeli authorities shall hold full responsibility on this crime and that the international community who participated to this crime by its silence is also responsible. By the martyrdom of the detainee Khader Adnan, the number of Captive Movement martyrs has risen to 237, which proves that the occupation pursued a criminal procedure to kill our detainees. It is worthy to mention that the martyr Khader Adnan is from Arraba /Jenin, and he went through many hunger strikes.

The head of the Commission of Detainees' Affairs, Qadri Abu Baker, stated that the occupation's government should hold full responsibility toward the upcoming incidents after the unethical and inhumane practices implemented at Al-Aqsa Mosque. Abu Baker clarified that storming Al-Aqsa Mosque by Israeli army and police forces, arresting around 500 worshippers comes within a systematic plan which reflects the desires of the extremist Ben Gvir. Abu Baker pointed out that this incursion and attack against Palestinian worshippers was planned carefully, where the attacks were implemented in a specific time and from many gates. Palestinian worshippers have been arrested and transferred by buses to Israeli police stations. The head of the Commission has instructed the legal staff of the Commission to support the specialised legal team of Jerusalem, where advocates of the Commission are pursuing their work within a state of emergency. Some of the worshippers have been released and others will be released within hours.

The head of the Commission of Detainees' Affairs,Qadri Abu Baker, denounced the international silence on the slow killing of the detainee Walid Daqqa, who is living difficult and complicated health conditions at Barzulai hospital. Abu Baker called on organisations of international community to assume its humane and moral responsibilities to save the life of the detainee Walid Daqqa, whose health conditions are deteriorating which might lead to his martyrdom. Abu Baker stated that Walid's case should be treated appropriately, and he should be given medication in accordance with his diagnosis. However, the reports of the Commission's lawyers showed that the medical ignorance is the main reason behind his current situation. He suffers from dizziness, hemoglobin reduction, pains in the legs and back and consistent fatigue. Thw head of the Commission expressed his deep concern on the Israeli suppression against our detainees, especially sick ones, where the case of the detainee Walid Daqqa is perfect example of this retaliatory and racist tendency. It is worthy to mention that the detainee Walid Daqqa, 60, is from West Baqa in the lands occupied in 1949, and he's detained since March 25, 1986. He is considered one of the most prominent detainees in Israeli prisons and he contributed to many achievements in detention life, where he produced many books. He was sentenced to life imprisonment, where it was specified lately with 37 years, and then was increased to 39 years.

M.G Qadri Abu Baker: We call on the Red Cross to intervene and save the life of detainee Walid Daqqa 26/3/2023
The head of the Commission of Detainees' Affairs, Qadri Abu Baker, called on the International Committee of the Red Cross to intervene immediately to save the life of the detainee Walid Daqqa, who is suffering from an intensive health condition. He has been transferred to Barzulai hospital few days ago. Abu Baker called on the International Committee of Red Cross to form of specialized medical staff to visit him in the hospital and treat him. Moreover, Abu Baker stated that Daqqa has spinal cord cancer, and recently he had severe pneumonia and acute kidney failure, and he is currently held in a private room due to his difficult health situation. The head of the Commission said that the Israeli authorities must hold full responsibility toward the life of the detainee Walid Daqqa, and called on legal organisations and international human rights organisations to save his life and release him, so he can has the appropriate medical care. It is worthy to mention that the detainee Walid Daqqa is from the lands occupied in 1948, and he enters today his 39th year in prison.

The Commission of Detainees' Affairs appropriated the great efforts of the official media, which fights in the battle of challenge and steadfastness alongside our detainees in Israeli prisons, who are getting ready to enter the fiercest battle in the next few hours against the administration of prisons and its policies. The Commission stated that the occupation's procedures in chasing people working in official media and closing the office of Palestine TV and Vioce of Palestine Radio in Jerusalem is an obvious evidence on the truthfulness of the official media. The Commission paid tribute to all official media crews and their social and national programs, confirming that we will be real troops besides our official media in confronting these challenges.

The Commission of Detainees' Affairs reveals acts of violence and beating during the arrest of Palestinians 6/3/2023
The Commission of Detainees' Affairs revealed the details of violence and torture against Palestinians during raid campaigns to their houses, arresting them and taking them to interrogation centers. A case in point is the detainee Yousef Hamid, 19, from Silwad/ Ramallah, where the the Israeli army stormed his house at 1:30 am and escorted him on foot for 8 km. He was subjected to harsh beat with rifles all over his body. He is currently held at Itzion interrogation center. Moreover, the Israeli army attacked the detainee Mohammed Hajajreh, 18, from Arroub camp, and abused him during his arrest, where they beat him on the face, causing many bruises. It is worthy to mention that there is a real disaster regarding the health and life conditions lived by detainees in Itzion interrogation center, where 29 detainees are currently held there. They are deprived of their basic rights, which are stipulated in all international agreements and norms.

Abu Baker: Palestinian strugglers have no fears of execution, and Israel will pay the price for passing the law
2/3/2023 The head of the Commission of Detainees' Affairs, Qadri Abu Baker, stated that approving the draft law of executing detainees in its preliminary reading, was expected. He confirmed that the Palestinian strugglers are not afraid of execution and that Israel will pay the price of passing the law. Abu Baker emphasized that Israel has passed many racist laws, such as withdrawing the citizenship and residence from more than 1300 Palestinians from Jerusalem and the lands occupied in 1948, in addition to the law of preventing the medical treatment of Palestinian detainees in Israeli prisons. He stated that there is no need to pass such laws, as the Israeli authorities are practicing field executions every day against Palestinians. Abu Baker revealed the the disputes between the Likod party headed by Netanyahu and other parties on passing the law, and confirmed that the extremist right wing in Israel tends to blackmail the government, where the government is compelled to agree on all decisions. Furthermore, Abu Baker noticed a transformation in the European attitude during his visitation to Brussels, where several European countries are assured that Israel is a racist state and practices the apartheid regime, executions and ethic cleansing against the Palestinian people. He called on the European countries to adopt a practical attitude against Israel. Regarding Al_Aqaba meeting, Abu Baker believes that passing the law of establishing settlements and the unilateral movements practiced by the Netanyahu government contradicts the agreement took place in Al -Aqaba.

* Detainees' steps take an upward orientation in response to the procedures of the extremist Ben Gvir * Detainees returned their meals yesterday, and they will be a delay in getting back to their sections * The Captive Movement called on to mark tomorrow's day as a day of rage, in response to the crimes and massacres of the occupation Ramallah: The Commission of Detainees' Affairs and the Palestinian Society Prisoner's Club confirmed that the struggle steps of detainees are continuing in response for the procedures of the extremist minister Ben Gvir, where their steps are taking an upward orientation in accordance with the struggle program issued by the emergency committee of the Captive Movement. The Commission and the Prisoner's Club emphasized in a joint statement that detainees had returned their meals and they agreed on steps to be implemented in some prisons, in response for the policy of classifying, which the administration of prisons is trying to use. These steps will be opened until announcing the start of the hunger strike which will be conducted on the first day of Ramadan. Detainees had announced a series of steps in 14/2/2023, which were represented in rebel, to obstruct the "security check", and wearing the brown customs imposed by the administration of prisons, which means that detainees are ready for a collective confrontation. Their steps will take new orientation next week to be prepared for the coming battle. It is worthy to mention that the administration of prisons had announced the commencement of implementing the procedures of the extremist Ben Gvir in the new sections of Nafaha prison, where they reduced the quantity of water used by detainees and reduced the time of using bathrooms.

The Israeli authorities arrested (598) Palestinians on January 2023, including (99) minors and (8) women, wher the highest rate of arrests goes to Jerusalem, followed by Hebron and then Jenin.
Detainees' institutions and human rights organisations ( The Commission of Detainees' Affairs, The Palestinian Society Prisoner's Club, Addameer Association for human rights and Wadi Hilweh Information centre) pointed out that there are currently (4780) detainees in Israeli prisons, including (29) women, (160) minors and (915) administrative detainees, including (2) women and (5) children.
The highest rate of arrests was in Jerusalem with (255) cases, followed by Hebron with (81) cases and then Jenin with (62) cases. In addition, (260) orders of administrative detention have been issued, including (103) new orders and (157) extending orders.
Detainees' institutions confirmed that arrest campaigns are increasing, where these campaigns are accompanied by many violations such as field executions, torture, arresting family members and field interrogation.
The largest campaign of arrests was conducted in Jerusalem in 28/1/2023, with (60) cases , including the mother of the martyr Khayri Alqam and the mother of the injured detainee Mahmood Elewat.
* Brutal stormings and sanctions against women detainees
The Israeli authorities pursued violating the rights of women detainees in Damoun prison, where the Yamaz special forces stormed their rooms and isolated (5) of them, including the detainee Yasmeen Shaaban, who got isolated at Neve Tertisia/ Ramla.
Moreover, the Israeli authorities imposed many sanctions against women detainees, such as cutting off the power, prevent family visits, and prevent phone calls for a month.
They faced difficult and inhumane living conditions, which do not take into consideration their rights guaranteed by international agreements, as they were subjected to physical psychological torture, in addition to solitary confinement and medical ignoranc.
There are currently (29) women detainees in Israeli prisons, including (3) minors: (Nufouth Hammad, Zamzam Qawasmei and Rama Abu Aisheh).
The longest period of detention for women goes to the detainee Maysoun Musa, who is detained since 2015, and the highest sentence goes for the detainees Shurouq Dwayat and Shatella Abu Awwad, with 16 years.
There are (7) mothers in Israeli prisons, in addition to (10) injured detainees, the most difficult case is the detainee Israa Jaabees from Jerusalem, who is sentenced to 11 years.
* The number of administrative detention orders increases remarkably
The administrative detention increased remarkably in the past few years, as a deliberate procedure within the policy of collective punishment practiced by the Israeli authorities against Palestinians.
There were (483) administrative detainees in 2022, where the number increased in 2023 to (914).
It is worthy to mention that (260) orders of administrative detention have been issued on January 2023, including (103) new orders and (157) renewal orders.
In response for this unjust procedure, the administrative detainees announced their readiness for implementing many actions to confront this policy.
It is also worth mentioning that (30) administrative detainees have entered hunger strike last year, and boycotted the military courts, protesting against their administrative detention.
(20) detainees joined the strike which lasted for 19 days, where the occupation authorities promised to respond to their demands.
Unfortunately, they renewed the administrative detention orders for the majority of them. A case in point is the detainee Asem Kaabi, who was sentenced to administrative detention for 4 months.
* The policy of collective punishment in Jerusalem
The Israeli authorities started to close the houses of detainees and martyrs who implemented militant operations in Jerusalem, as part of the racist policy of Israel.
The Israeli occupation passed a law that allows to close the houses of strugglers without consulting the court.
For example, the Israeli authorities closed the house of the martyr Khayri Alqam in 28/1/2023, and arrested (60) persons within a campaign of collective punishment against Palestinians.
