Three detainees endure critical health conditions in Gilboa Prison

The Commission of Detainees and Ex-Detainees Affairs reported on Sunday, following a lawyer’s visit, several alarming medical cases among detainees held in Gilboa Prison. One of them is Bilal Othman (48) from Beit Rima/Ramallah, who suffers from chronic kidney disease. He has only one kidney due to an injury sustained in 1994. In addition, he struggles with blood clotting and gout. Recently, he had scabies, which has caused him severe itching and the appearance of boils, yet the prison administration continues to deny him proper medical treatment.
Othman was also burned by guards who poured boiling water on his left hand. He further suffers from a fractured finger on the same hand after the prison’s suppression unit raided his cell, beating all those inside. He was struck with iron batons on his back, legs, and arms, which caused the fracture. Despite his condition, he has not received any medical care.
It should be noted that Othman has been imprisoned since 2002 and is serving 15 life sentences in addition to 35 years.
Another case is detainee Mohammad Daraghmeh (34) from Tubas, who also suffers from scabies and severe itching, along with slipped discs in his back and neck. He has lost nearly 15 kilograms of weight.
As for Mohammad Sarhan (25) from Al-Far’a refugee camp, who is held under administrative detention, he too suffers from scabies, accompanied by severe itching and the spread of boils across different areas of his body.

From Inside Negev Prison
Testimonies document starvation , medical neglect , and daily abuse

A lawyer from the Commission of Detainees and Ex-Detainees Affairs has visited a number of Palestinian detainees held in Negev Prison to assess their medical and living conditions. During the visit, he met with detainee Amro Mohammad Mansour (38 years old), from the town of Beitunia/Ramallah, who has been held under administrative detention since January 28, 2025.
Mansour stated that he was placed under administrative detention without any investigation or knowledge of the reasons for his arrest. His detention has been extended twice for 6 months and he has yet to receive a copy of the latest confirmation order.
Regarding his health, Mansour explained that he suffers from chronic migraines and has experienced repeated pain while in detention without receiving the necessary treatment, despite the prison authorities being fully aware of his condition. He also reported being infected with scabies and developing boils, yet no adequate medical care has been provided. Even when transferred to the prison clinic, his name is merely registered without receiving any real treatment.
The Commission's lawyer also visited several other detainees, who confirmed they are in stable health. They are:
1. Mohammad Raed Atoun (22 years old) from Sur Baher/Jerusalem, serving a two year sentence since January 27, 2025.
2. Ahmad Abdul Mohsen Suleiman (27 years old) from Beit 'Ur/Ramallah, held under administrative detention since June 30, 2024.
3. Yaqoub Mustafa Omar Hussein (32 years old) from Al-Jalazon Refugee Camp/Ramallah, under administrative detention since November 5, 2023.
4. Yamen Mohammad As’ad Abu Bakr (19 years old) from Ya’bad/Jenin, under administrative detention since January 15, 2024.
As for the general conditions inside Negev Prison, they are described as unprecedented. Detainees live in a constant state of fear and anxiety due to frequent transfers, the absence of stability, and the denial of the minimum requirements for a dignified life. They are subjected to degrading treatment, humiliating searches, and harsh punitive measures, including being handcuffed from behind and forced to kneel during inspections.
Food portions have been significantly reduced, and sanitation is virtually non-existent.
Moreover, rooms are overcrowded, each housing between 10 to 12 detainees, effectively turning them into prison cells. There is a severe shortage of blankets, clothing, and other basic supplies. Recreational time is granted only once every one to two weeks, for a duration of 15 to 30 minutes, barely enough time to take a shower.
The food provided is insufficient and unfit for consumption, leading to dramatic weight loss among detainees, ranging from 20 to 30 kilograms. The prison sections also lack basic necessities such as sugar, salt, tea, coffee, cigarettes, medication, canned food, and even hot water.

Detainee Mohammad Rabee’ Victim of Systematic Medical Negligence

Following his recent visit to Gilboa Prison, the lawyer from the Commission of Detainees and Ex-Detainees Affairs reported that Mohammad Osama Rabee’ (21 years old), a resident of Beit Anan near Jerusalem, is being subjected to systematic and deliberate medical negligence, an approach increasingly used to slowly kill Palestinian detainees, as witnessed in numerous similar cases across Israeli prisons.
Rabee’ had undergone lung surgery prior to his arrest in 2021. However, his health condition has significantly worsened since he was brutally assaulted by prison special forces. He now suffers from intense chest pain and severe breathing difficulties, in addition to chronic headaches. Moreover, he has been battling an advanced case of scabies for over a year, although signs of recovery have recently begun to appear.
Despite his critical health condition, Rabee’ has repeatedly submitted requests to the prison administration seeking medical attention and access to the prison clinic. All his appeals, however, have been systematically rejected.
It is important to note that Rabee’ was arrested on 07/03/2024 and was originally sentenced to nine months in prison. Yet upon completing his sentence, he was shocked to discover that his case had been transferred to administrative detention. He is currently serving his second term under this arbitrary and indefinite form of detention.

Three detainees suffer from critical health condition at Gilboa Prison

The Commission of Detainees’ Affairs reported today, Monday, that three Palestinian detainees held in Gilboa Prison are suffering from serious and worsening health conditions, as revealed during a recent lawyer’s visit. The report highlights the following cases:
Munir Salameh, 25, from Jenin refugee camp, has been held without sentencing and is currently suffering from a severe case of scabies that has persisted for approximately four months. His body is covered in painful boils, and despite the seriousness of his condition, he has not received the necessary medical treatment.
Samer Qumbo’a, 30, from Jenin, is also detained without trial and suffers from chronic pain in his left ear, his neck and down to his left hand, sometimes causing a complete loss of sensation. He had been using a medical arm brace, but a day before the lawyer’s visit, a special unit stormed his cell, physically assaulted him, and confiscated the brace.
Qumbo’a is also enduring severe dental pain, further exacerbating his suffering.
Ibrahim Ramadi, 32, from Sheikh Jarrah in Jerusalem, has been battling scabies for nearly two months. His condition has significantly deteriorated, with visible boils on his knees and eczema on his hands, due to unhygienic conditions. Detainees are unable to wash their clothes regularly as access to the laundry is restricted during short recreation periods, and the prison washing machine has been out of service. Ramadi also suffers from a congenital heart condition involving fluid around the heart and requires specific medication, which the prison administration has failed to provide. Additionally, he experiences frequent migraines and severe tendon pain in his left hand.

Commission of Detainees Affairs: Systematic medical negligence towards sick detainees in Negev Prison

The Commission of Detainees’ Affairs stated in its Sunday report that its legal team has visited a number of sick detainees held in Negev Prison, to assess their health and detention conditions. The detainees are enduring extremely harsh and deteriorating circumstances, particularly since the start of the genocidal war on the Gaza Strip on October 7, 2023.
During the visit, the lawyer met with detainee Ahmad Abu Mtawa’, 27, from the town of Tubas, who has been suffering from scabies for over a year. Despite the seriousness of his condition, he only received treatment two months ago, which failed to bring any improvement. His health has worsened further, with painful boils spreading across his body. He also suffers from general weakness, inability to walk, and impaired vision. A month ago, he fell in the bathroom and broke his nose. Moreover, he has lost nearly 30 kilograms due to malnutrition. Abu Mtawa’ has been imprisoned since July 2, 2002, and is serving a 27-year sentence.
Another case is Saleh Hamed, 41, from Silwad/Ramallah, who suffers from herniated spinal discs and severe back pain. He had also contracted scabies but has recently recovered.
The lawyer also visited Bassam Salameh from Nablus, detained since July 11, 2024, who has been struggling with an acute scabies infection and a widespread outbreak of boils since September 20, 2024. Two days before the lawyer’s visit, prison authorities provided him with minimal treatment, a single pill and two ointments. Although his condition has slightly improved, he remains far from recovery and has lost around 20 kilograms due to insufficient nutrition.
Detainee Ghassan Sheikh Qassem, 26, also from Nablus, is suffering from severe pain in his wisdom tooth. Despite repeated requests to be seen by the prison clinic or provided with pain relief, the prison administration has ignored his appeals.
Lastly, detainee Firas Dar Al-Hajj, from Aida Refugee Camp in Bethlehem, is battling a severe case of scabies that causes intense itching and boils on his legs. His case is further complicated by the fact that he is a kidney donor, making proper treatment all the more critical. He too has lost nearly 20 kilograms due to poor medical care and malnutrition.
