Detainees’ organizations and the Captive Movement in Israeli prisons mourn the the national fighter and former detainee , Major General Fouad Al-Shobaki

Detainees’ organizations, the Captive Movement in Israeli prisons and former detainees in homeland and diaspora mourn the national fighter and former detainees, Major General Fouad Al Shobaki, who passed away this evening at the age of 84.
Detainees’ organizations stated that we are mourning a national fighter and a former detainee who served 17 years in Israeli prisons, and was the oldest one among other detainees and was called the “sheikh of detainees”.
About of the Late Major General Fouad Al-Shobaki's Life
. Fouad Hijazi Mohammad Shobaki: was born on March 12, 1940 in Gaza Strip. He had the BA in Accounting from Cairo University.
. He was a Palestinian politician and military figure, and a member of Fatah movement. He was the head of the central militant financial administration in the Palestinian security apparatus. He joined Fatah movement and relocated to Jordan, Lebanon, Syria and Tunisia.
On January 3, 2002, the Israeli occupation army implemented a military operation called “Noah’s Ark” to stop and control the ship Karin A in the Red Sea, claiming that the ship carried military supplies for Palestinians. They charged him with this incident being the mastermind of funding and smuggling of the arms ship.
. The Israeli occupation forces abducted him in 14/3/2006 from Jericho prison, with the Secretary-General of the Popular Front, Ahmed Sa’adat, and their companions, Ahed Abu Ghoulmi, Hamdi Qar’an, Basel Al-Asmar, Majdi Al-Rimawi, and Yasser Abu Turki.
. The military court of the occupation sentenced him to (20) years, and reduced later to (17) years.
. His wife passed away in 2011, and he was deprived of bidding farewell.
. He was released on march 2023, and he was suffering from chronic diseases during his detention, and he was relying on his companions for assistance.

Constant Medical ignorance against our detainees in Israeli prisons

The Commission of Detainees’ Affairs disclosed several cases for sick detainees held in Negev and Jelboa prisons.
A case in point is the detainee Rashad Karajah, 61, from Saffa/ Ramallah, who is currently held in Negev prison and suffers from disc in the back. His pain increases with the cold weather in the Negev desert. He also has problems in the testicles, and he lost 45 kgs.
Another case in point is detainee Saeb Khamaysa from Jenin. He is currently held in Negev prison and suffers from scabies since last August.
On October 27, he collapsed during yard time due to severe pain, in addition to the spread of boils all over his body. It is worth noting that he has lost about 15 kgs.
The last case in point is detainee Rafiq Kabaj, from Tulkarem/Resident in Ramallah - Albirah. He is held in "Jelboa" prison, and suffers from heart disease, causing him heart attacks. He was receiving treatment in the hospital before his arrest and was taking specific medication to regulate his heart rate. Since his arrest, he has not received these medications, and the prison administration has intentionally neglected him and failed to provide the necessary treatment.
The commission holds the administration of prisons fully accountable for the constant medical ignorance practiced against Palestinian detainees, and called on international human rights organizations and the ICRC to fulfill their obligations toward Palestinian detainees.

Besides to detention campaigns, the Israeli forces implemented field executions, afflicted detainees and their family members.
The highest record of arrest cases was in Hebron and Jerusalem

(49) detainees martyred in Israeli prisons and military camps since the 7th of October, in addition to (30) martyrs from Gaza who died in Israeli prisons and detention centers, whom the occupation has not announced their names or martyrdom conditions. Moreover, they acknowledged the execution of many detainees.
The remains of (47) detainees who martyred after October 7 are still withheld, among (58) martyrs.
Data exclude detention cases of Gaza, due to the occupation’s refusal to give any information and the continuation of practicing the crime of enforced disappearance against them. It is worth mentioning that the occupation forces arrested hundreds of Gazan workers from the West Bank, in addition to Gazans who have been in the West Bank for treatment. Moreover, they arrested more than (1000) citizens from northern Gaza.

Minor Detainees held in Megiddo prison are victims to jailers’ hatred

The Commission of Detainees’ Affairs stated that minor detainees held in Megiddo prison are victims to the jailers’ hatred and racism, who deal with those children in a brutal manner.
The Commission pointed out that the administration of Megiddo prison exploits their young age and feeble physical structure to intimidate them by storming their rooms, and beating them severely. The mistreatment is politicized and aims at affecting their psychological and mental health.
The commission’s lawyer recounted a minor detainee who had been transferred from Megiddo prison to Damoun prison, stating that the health and living conditions of children detainees are tragic, as there are special forces who exist constantly in front of their section, and commit crimes and assaults against those children.
It is worth mentioning that the total number of minor detainees in Israeli prisons stands at 280.

Escalated medical ignorance violations against detainees held in Ofer prison

The Commission of Detainees’ Affairs confirmed in a report issued today that the administration of prison is deliberately violating the medical rights of sick detainees, as it targets them obviously by neglecting their health conditions and procrastinating in providing the appropriate treatment.
The commission stated, based on a visit managed by its lawyer, that both detainees Hamza Safran and Mohammad Ahmad are facing critical health conditions, deprived of their minimum rights and exposed to deliberate medical ignorance and delay in treatment.
The Commission emphasized that detainee Hamza Safran, from Ramallah, suffers from sinuses before his detention. He started to suffer from vision impairment while in detention.
It is worth mentioning that Safran is sentenced to administrative detention and sentenced before to three sentences of administrative detention for six months each time. He ends his sentence by 15/4/2025.
With regard to detainee Mohammad Ahmad, from Hebron, he suffers from cancer in in the bladder and pancreas. He was receiving treatment before his detention, and was having a surgery each three months. He had 42 laparoscopic tests and 86 chemotherapy.

The Commission of Detainees’ Affairs disclose the health conditions of the injured detainee Hassounah, held in the clinic of Alramla prison

The lawyer of the commission managed to visit detainee Saleh Hassounah, 28, from Jalazom refugee camp, held in the clinic of Alramla prison.
The Company stated that the Israeli forces stormed the house of detainee Hassounah and shot him in the legs many times. He was severely beaten which led to fragments in his legs. He was transferred to Shaare Zedek, where he remained 52 days, and had 7 surgeries to implant Platinum in his leg, in addition to another surgery in 11/10/2024 to transfer bones to the leg. The detainee is still using a wheelchair, where he attended the visit shackled from the legs, in spite of his injury.
It is worth mentioning that Hassounah is sentenced to 6 months of administrative detention since 29/2/2024, and renewed for additional 6 months.
Detainees held in the clinic of Alramla prison are living difficult conditions, where they are served with poor food in quantity and quality, which led to the deterioration of their health conditions. Some of them need to be transferred to hospitals, but the administration of prison keeps procrastinating.
There are a high number of detainees from Gaza in the clinic of Alramla prison, suffering from difficult mental and psychological conditions, which were deteriorated after the martyrdom of many detainees inside the section since October 7, 2023.

Fares: “The cancellation of administrative detention for settlers exposes the extent of racism and hatred of this occupation “

The head of the Commission of Detainees’ Affairs, Qaddura Fares, stated today that “Israel is fascist racist state, established on hatred and organized crime, that threatens human and social values with its extremist policies. The world’s silence towards the killing and destruction of the Palestinian people, and the torture and abuse of its detainees will eventually find itself facing a regime on Zionist gangs that threatens the global and human stability”.
Fares emphasized that while the occupation authorities are practicing the most brutal attacks against Palestinians, represented in random arrests on a daily basis, in addition to consolidating the policy of administrative detention -where 3500 Palestinian are held under this policy- the so-called Minister of Defense in the Israeli government, "Israel Katz," has ordered the cancellation of this type of detention for Israeli settlers.
Fares pointed out that the issuance of this decision highlights the arrogance of this occupation and disregard towards international systems and their institutions. As Palestinian children, women, journalists and elderly people are prosecuted without charges or trials due to this policy, this extremist show up, giving settlers the green light to commit more crimes against Palestinians, and removing some symbolic restrictions that the administrative detention imposed on them.
Fares stated that the decision of the so-called “Israel Katz”, that is based on the claim that settlements are facing the threat of Palestinian terrorism in the West Bank, was welcomed by the extremist minister Itamar Ben-Gvir, who called it "a correction of an injustice that lasted for years”.
The extremist deputy, Abraham Boroun, also praised the decision and considered it as a support for settlers.
Fares warned of the seriousness of this decision, confirming that the dangerous crimes of the settlers, that we witness every day and every night in the Palestinian cities, villages and towns will increase, and that the organized crimes supported by the Israeli military and political parties will escalate. He called on the international community to break its fatal silence regarding the Palestinian people and their rights.

Ramallah _ The Commission of Detainees’ Affairs and the Palestinian Society Prisoner’s Club stated that Palestinian children are facing the bloodiest phase in history, with the ongoing war of extermination and the systematic operations of erasing, that led to the martyrdom of thousands of them, besides thousands of injured and thousands of children who lost members of their families or the entire family.
The Commission and the Society emphasized, in a report issued on the occasion of the World Children’s Day marking November 20, that the level of cruelty practiced against our children by the Israeli occupation constitutes the most prominent goals of the ongoing war of extermination, which has persisted for more than 400 days.
This cruelty forms an extension of targeting children which is practiced since decades, but the current variable is the level and intensity of the committed crimes.
The issue of detainees held in Israeli prisons and detention camps, including women and children, is one of the genocide objectives, through practicing systematic and organized crimes represented in torture, starvation, medical crimes, and sexual abuse, that led to the martyrdom of tens of detainees.
The issue of children detainees witnessed significant shifts since the onset of genocide, with an escalation in arrest campaigns, as (770) arrests have been recorded in the West Bank, in addition to children from Gaza, whose the organizations could not obtain accurate information on their numbers due to the crime of enforced disappearance.

We hereby present a series of statistical data on children detention and the
conditions of their detention:
Since the onset of genocide, as we mentioned earlier, (770) children under age of
18 from the West Bank have been arrested by the Israeli occupation.
This data includes those who are still detained and released ones.
At least 270 children are still detained in the occupation’s prisons, aged between
14 and 17. There is no accurate data on the number of children arrested from
Gaza due to the ongoing crime of enforced disappearance in military camps under
the occupation's control.
The numbers of child arrests recorded are not the only indicator on the shifts in the
policy of targeting children through arrests. Similar figures of arrests among children
in the West Bank were encountered in previous phases, including the period
following the popular uprisings. However, this statistic primarily reflects the
escalation of systematic crimes and violations against them.
The most prominent of these crimes include severe beatings and various levels of
threats. Statistics and documented testimonies of detained children indicate that
the majority of arrested children were exposed to one or more forms of physical
and psychological torture through a series of systematic methods that violate laws,
international norms, and conventions on children's rights.
Moreover, there have been extrajudicial executions accompanying arrest
campaigns, including deliberate and direct shootings at children. Additionally,
several cases were documented where the occupation forces used children as
hostages to force family members to surrender.
A case in point, detaining a three-year-old child from the town of Beit Liqya in
Ramallah for an hour and a half before releasing him, and then his father
surrendered himself to the occupation forces.
Children were also exposed to field execution operations in Palestinian cities, towns
and refugee camps, afflicting thousands of citizens since the beginning of war. The
Israeli intelligence tried to exploit children and abuse them for collaboration,
especially in areas that witness high confrontations with the Israeli forces.
Additionally, children are subjected to systematic firm policies since the moment of
their arrest, through detention and then imprisonment. These policies are
represented in arresting them late at night, where tens of heavily armed soldiers
storm their houses and destroying houses’ belongings. Many of these children were
injured and sick , where soldiers treated them in a degrading manner and held
them in tragic conditions in detention centers under the control of the Israeli army.
They exposed children to intense beat, curses, threats, assaults, and deprivation
of food and using the toilet for long hours, in an attempt to pressure them to force
them confess guilt. Moreover, children are forced to sign papers written in Hebrew,
which they do not comprehend.
The occupation continues its violations and crimes against children inside prisons
through many measures, such as starvation and repeated assaults, including raids
on prison sections by prison units and occupation army units. Several incidents of
such raids targeting children sections have been documented by the Commission
of Detainees’ Affairs, the Palestinian Society Prisoners’ Club, and other specialized
organizations after the war. During these raids, heavily armed forces stormed the
children's sections, assaulting them physically, leaving many injured, in addition to
depriving tens of sick and injured detainees of treatment. Some of them suffer from
chronic diseases.
It could be confirmed that the crime of starvation imposed on detainees, including
children, has been repeated in their testimonies since the war. Hunger has engulfed
children’s sections at an unprecedented level, which forced many of them to fadt
and endure days without food.
What the prison administration called "meals" are, in reality, mere scraps.
For decades, adult detainees had worked to consolidate supervisory systems within
the sections to ensure some form of care for the younger detainees.
However, this system is no longer existing, leaving the prison administration free to
exploit and isolate child detainees without oversight. The care detainees tried to

During the previous months, children detainees have been suffering from skin
diseases, most notably scabies, which has become a health disaster spreading
across multiple prison sections. The occupation has used this health crisis to torture
detainees including children, by denying access to treatment and intentionally
neglecting measures to stop the spread of the disease. We followed up on a case
of a child from Jerusalem, who was released in a dire health condition due to the
disease. His release came only after extensive legal efforts and under strict
conditions, including house arrest and banishment from his family home.
The occupation also continues its crimes against children through biased judicial
processes, subjecting them to trials lacking basic guarantees of fairness, similar to
those faced by all detainees. In the West Bank, children are prosecuted in Israeli
military courts, which have long been a primary tool for consolidation of crimes
against children and detainees in general. These courts have been exposed,
particularly in light of the recent genocidal war, issuing sentences and decisions
that reveal their oppressive nature.
A similar reality exists in Israeli civil courts handling cases of Palestinian children
from Jerusalem. These courts operate under the Israeli Juvenile Law but apply it
discriminatorily, stripping Jerusalemite children of their most basic rights. The courts
turn exceptions into standard practices when dealing with these children. For years,
the rate of child arrests in Jerusalem has been the highest compared to other
geographical areas in the West Bank. Furthermore, the occupation continues to
expand its policy of house arrest, which has become a nightmare for dozens of
Jerusalemite families. The policy includes imposing electronic ankle bracelets on
many children under house arrest, subjecting them to constant surveillance that is
no less severe than the harsh conditions they endure in prisons. This policy turns
their family homes into prisons and their relatives into jailers.
One of the most alarming developments has been the escalation of administrative
detention targeting children. This trend correlates with the unprecedented rise in
overall administrative detention since the start of the war. The number of
administrative detainees has reached 4.343, an unprecedented figure even during
the peak confrontations in the two major intifadas in Palestinian history. Today, the
occupation holds around 100 children under administrative detention based on socalled
"secret files." Additionally, the occupation continues to detain children from
Gaza, classifying them as "illegal fighters”.
According to the data provided by the Prison Administration, the number of
detainees from Gaza stands at 1,627—this being the only figure recently
announced by the occupation regarding Gaza detainees. We emphasize that the
crime of administrative detention today, along with detentions based on so-called
"incitement," forms the foundation of all arrest campaigns in the West Bank.
In light of the high level of crimes committed by the occupation, Israel has worked
to consolidate many laws and draft laws aimed at denying the future of children.
Over the past years, racist laws targeting the fate of hundreds of detained children
have escalated through amendments made to juvenile laws, particularly after the
phase of popular uprisings.
There are many details relate to this issue, such as the approval of a law imposing
long sentences on children under the age of 14 under emergency laws, with
sentences lasting up to five years. This is not the first law enacted to impose longterm
sentences on children. Many children have been sentenced to life
imprisonment after reaching adulthood in detention. Many of today’s adult
detainees in occupation prisons were detained as children and later received life
sentences, remaining in detention for decades.
The occupying state is the only state in the world that systematically prosecutes
nearly 600–700 Palestinian children annually in its military courts.
In light of all the data presented, and during this most critical phase for the fate of
detained children, the international human rights system must reassess its role
concerning these developments. We must confront the facts imposed by this
genocide, given the evident exceptional status the occupying state enjoys and the
immunity that enables it to commit more crimes, destroy entire generations, rob
them of their future, and systematically harm them both physically and
psychologically.
General statistical data on children detention:
. More than 10,000 arrest cases against children have been recorded since 2015
. 770 children have been arrested since the onset of the war, with no accurate data
on children arrested from Gaza
. A female child from Jerusalem is under arrest
. 100 children are sentenced to administrative detention, including a 14-year-old
child
. Children families are deprived of visitation since the beginning of war, similar to
thousands of adults detainees
. Children are facing torture, starvation, medical crimes and the spread of scabies
disease, especially in minor’s section in Megiddo prison
. Many children suffer from psychological disorders after being released, and need
support, care and rehabilitation
. 169 children have been released on November 2023 under an exchange deal,
while 9 of them have been rearrested later.

The Commission of Detainees’ Affairs publishes in a report issued today the details of health and detention conditions for both detainees Diya Dwaikat and Muneer Qasem held in Shatta prison
The lawyer of the commission recounted the testimony of detainee Diya Sameer Dwaikat from Nablus, stating “ masked army forces stormed my house in 1/8/2023 at the midnight, handcuffed and blindfolded me, and took me to Huwara detention center. They threw me amid the trees for one day without food or water and refused to let me go to the toilet. They took me the next morning to Rabin Medical Center to conduct medical examinations. Then, they transferred me to interrogation at Ofer prison for 4 hours and then to Megiddo prison “.
The lawyer confirmed that jailers prevented the detainee from communicating his lawyer and judge during prosecution, which takes place by video conference.
Dwaikat is sentenced to 6 months of administrative detention, and then his sentence was turned into a lawsuit without disclosing the reasons.
It is worth mentioning that Dwaikat suffers from bone cancer and had chemotherapy and biological therapy for 7 years, and he also has vision impairment and used to wear glasses, but his glasses were damaged and became unable to see clearly.
With regard to detainee Muneer Talal Qasem from Tulkarem, he was arrested from his house in 6/3/2024. The Israeli soldiers took him blindfolded to the housetop and started to beat him in a brutal manner for three hours until he started to bleed, and then they arrested him. The bleeding remained three days and he suffers from severe pain and unable to stand. He was interrogated for two months in Jalamah prison, and he states in this context: “the interrogation was exhausting on the physical and psychological level, as they tied me up to the back constantly during interrogation for a week, and then seated me on the polygraph. They transferred me to Jelboa prison after 32 days of interrogation, in which I was subjected to intense beating and held me in the cells of (Tora Bora) , the worst cells ever, where I remained five days on the ground without a mattress or toilet. On May 2024, they transferred me to Shatta prison “.
It is worth mentioning that detainee Qasem suffers from illnesses in the liver and gallbladder, and he need special treatment. However, he was deprived of medication after two weeks of his detention.
Muneer has court session in 19/11/2024. He is a former detainee who was released in 30/10/2015 , after spending 15 years in prison.

Executing three detainees directly after release

The head of the Commission of Detainees’ Affairs, Qaddura Fares, denounced the horrific crime committed by the Israeli soldiers yesterday, against three detainees from Gaza, who were executed after moments of release.
Fares pointed out that the three detainees are: Ali Marouf, Nadi Marouf and Hamza Muhammad Hatu. They were shot after dropped off the military vehicle which led to their martyrdom.
Fares stated : “the practices of the Israeli authorities have reached to the lowest levels on earth, and that the thousands of crimes committed against detainees stem from the silence of the international community, given the green light for Israel to commit more crimes “.
He also added: “this traumatic crime opens a space for more criminality and hatred, and we are sure that this method was pursued during the current genocide, but was pursued explicitly yesterday.”
Fares called on the international community to break the silence and refuse involvement in the disappointment of the Palestinian people and their strugglers in Israeli prisons, and to hold Israel and its leaders accountable for all these inhumane and unethical crimes.
